To expound on what Jennifer said, Axis is the web service engine underneath the comfortable covers of ColdFusion. From what I've seen, Axis is basically the standard for SOAP through Java (as are many of Apache's other projects standards in their fields), so it's not strange to see Axis as a core component of ColdFusion.
