have a single option would we lose the ability to have different offload
targets for different offloading languages at the same time? Like `-fopenmp
-fopenmp-targets=amdgcn -fsycl -fsycl-targets=nvptx64`. I guess if we really
wanted to support that we could add some special optional syntax to
offload-targets.
