Were it to be submitted today, it would be N50xx. Moreover, there already is an N2978, from 2009, which is entirely unrelated (about trigraphs). Is there a reason why you're referring to your PDF in such a manner? If not, I would urge you to not make it (a) look more official than it is (b) be confused with existing papers.
