This LGTM, except for the missing processing step in
SetTargetAttributes(). If you are blocked on this, I think it would
be OK to commit now, and write that a bit later.

I'm waiting for Bill Wendlings new attribute work in llvm to be done.
He's about 80% done I think but not enough for me to finish this.
