It looks like some of the builders (not just yours) didn't detect the
Makefile changes in r198751.
Do you know if there's a key file to touch to get edits to the
Makefile re-run?
I've tried a different approach in r198764 that'll treat the value as 0
if unset. Other variables use the same technique so though I haven't got
a Makefile build locally to test with I give it good odds of working..
