Because it's close to functionality that people are trying to use today (e.g. 
Folly uses `FOLLY_ASSUME_RELOCATABLE` to apply trivial relocatability onto 
non-annotated types such as `boost::shared_ptr` or `std::string`). Admittedly, 
this is a source of bugs. But without it, I think people would just ask to have 
it — because it's the thing that gives them the codegen they want.
