https://reviews.llvm.org/D59520 adds a few new diagnostics, which happens to
run into a limit with DIAG_SIZE_SEMA. As suggested here
<https://reviews.llvm.org/D59520#inline-544385>, here's a separate patch to
bump the limit from 3500 to 4000.
