LOG: [clang-format] Fixed edge-case with SpacesInSquareBrackets with trailing 
bare "&" lambda capture.

Summary:
Lambda captures allow for a lone `&` capture, so `&]` needs to be properly 
handled.

`int foo = [& ]() {}` is fixed to give `int foo = [ & ]() {}`
