Log:
Relax assertion in
FunctionDecl::doesDeclarationForceExternallyVisibleDefinition.
Previously we were asserting that this declaration doesn't have a body
*and* won't have a body after we continue parsing. This is too strong
and breaks the go-bindings test during codegen.
