FWIW this doesn't match my understanding. phosek added the new hierarchy to Fuchsia, maskray put in some work to enable it elsewhere, but it's a huge headache, and we've forcibly turned it off on all platforms on our end. From what I can tell, it doesn't really solve any problems and causes all kinds of confusion.
