LOG: [HLSL][RootSignature] Add parsing of optional parameters for 
RootDescriptor (#140151)

- define in-memory representation of optional non-flag parameters to
`RootDescriptor`
- fill in data to parse these params in `parseRootDescriptorParams`
- add unit tests
