The premerge failures were at least partially relevant. The summary view (https://github.com/llvm/llvm-project/actions/runs/19177973584) shows `Clang.CodeGenCXX/constructors.cpp` as failing, which is what is showing up in other PRs after this patch. Hopefully the revert isn't too disruptive.
