LOG: [clang-tidy][doc] Fix broken CppCoreGuidelines links (#169886)

They recently changed all their anchors to start with lowercase:
https://github.com/isocpp/CppCoreGuidelines/pull/2304

So now our links are broken :) This patch fixes them.
