LOG: Reapply "[clang][ssaf] Add UnsafeBufferUsage summary extractor for 
functions (#182941)" (#186899)

This reverts commit 53739c75a8720aaef8032628267ed4fd050af038.

Reapply after module dependency issues are resolved.
