That started before https://clang.llvm.org/docs/ClangCommandLineReference.html
existed. That one does get updated automatically based on the tablegen files.
The ideal would be if we could have something similar for clang-cl, but someone
would have to set it up. I'd be very happy to review such a patch :-)
