- Switched the test to `verifyFormat`.
- Moved it to the end of `ReflowsComments`.
I also tried to reduce it enough to reuse `Style20`, but I couldn't find a
smaller case that still reproduces this reliably. The current `ColumnLimit: 80`
+ `PenaltyExcessCharacter = 10` setup is the original reproducer and still
seems to be the most stable one for this bug.
