Subject: [PATCH] [AArch64] Add missing SubtargetFeature for hip12 core

The initial patch for the hip12 core had omitted several subtarget features:

  FeatureFP16FML, FeatureFlagM, FeaturePredRes, FeatureSB, FeatureSSBS,
  FeatureCCIDX, FeatureRandGen.
