I realize this is trying to move existing functionality around in an NFC way but moving it out of codegen makes it less about "please clear padding" and more about "please find me all of the padding" and I think there may be some more work needed to be done for that transition. Whether that work needs to be done now or just noted somehow is an open question, but I think it is reasonable to file issues/put FIXME comments and accept as-is.
