Both now set genSpecializedAttr = 0 and gain CIR_EnumAttr wrappers, spelling `#cir.mem_order<seq_cst>` and `#cir.sync_scope<system>`, and the atomic operations wrap their arguments in `enum()` to keep the bare keyword.
