There are actually four: gp_offset at 0, fp_offset at 1, overflow_arg_area at
2, and reg_save_area at 3.
I put the assert on the VAArgFetch constructor rather than here, so it covers
every helper that indexes the array instead of just this one access. The caller
already rejects a va_list that is not the four-field cursor with an errorNYI,
so the assert mostly documents the invariant on a struct that otherwise carries
a bare ArrayRef with no size contract.
