I added `function-template-instantiation.test` to the existing `clang/test/utils/update_cc_test_checks` suite. It checks two explicit instantiations, an unused template, the generated checks against Clang IR, and an unchanged second run. The new test exposes the old behavior (no instantiation checks), and all 20 utility tests pass with this revision.
