I stacked this PR on top of this NFC PR https://github.com/llvm/llvm-project/pull/228189. So this one will replace a boolean with the OpenFlags. The second commit in this PR is the one that changes OF_None to OF_Text to mark text files as text so this will only affect z/OS.
