That PR flips CLANG_ENABLE_CIR default ON, which turns on doc generation in the www docs build (the zorg builders never set the flag, and MLIR gets auto-added as a dependency). Without this PR's include-roots fix, that tablegen step fails and docs-clang-html might go red. With only this PR landed and #221291 pending, the www build is unaffected (with CIR off, the post-process step no-ops exactly as today).
