We are doing circles :D . At one of the PRs (maybe it is this one, or someone
else wanted that capability (Bruno?)) but we had agreed we don't want to
enforce such rules on a "global scope", and every pass independently would
decide what it needs from the `LowerModule`. If a pass REQUIRES some
information it should fail at the point of requiring the said information.
