I didn't need to reach out, I just needed to read a bit more. WG14 N3356 was bringing over https://wg21.link/p0305 from C++, and that did not touch `while` loops either, just `if` and `switch`. So the proposals are unrelated. I think I'd prefer we don't use this as an excuse to add the extension; we should have more discussion and expose the extension intentionally if we want to. So I think I've talked myself into: if you feel strongly that we should expose this as an extension, we should have an RFC validating the community wants to support it and then it's fine. But if you don't feel that strongly, we should make the restrictions as done in this PR.
