For `Int<Ts>()`, the init sequence is well-formed. The result is a
`CXXScalarValueInitExpr` instead of a `RecoveryExpr`. The default hook for
`CXXScalarValueInitExpr` walks the `TypeSourceInfo` that contains the written
type (`Int<Ts>`), so the collector finds the pack.
