What you're looking for is the ISO Country codes/list I can't find it at www.iso.org but http://www.din.de/gremien/nas/nabd/iso3166ma/codlstp1/en_listp1.html has a recent list.
There are two short forms for countries, 2 letter and 3 letter. Also I believe the CIA factbook doesn't use either.
