Oops, I think I was a little out of date with the Foreign Key Support.  The 
last binary I used was 3.22 back in September 2001.  However, I think FK 
Support is still premature as it only supported on the InnoDB table type 
and not the native MyISAM table type.

If I were in your position, I would wait until v4.1 to come out before 
using MySQL for a large project.  However, if it is a small to mid-sized 
database project MySQL will suit you fine.

There is PostgreSQL. It's much more mature than MySQL and much more complex 
as well.  I haven't used it myself at all, so I can't comment on it.

Rob mentioned mysqlfront as a GUI front-end.  It's pretty impressive for a 
free interface, it reminds me a lot of Enterprise Manager.  That's the best 
interface I found... even better than a few commerical ones : )
