Each client has to have the adobe reader plug-in.  I am not aware of any
other way.

I presume if you are overlaying the FDF on a PDF server side and then
sending the resulting PDF to the client, then Reader 5 probably would not be
a requirement.  If you are sending the FDF to the client, and letting the
client side do the overlay, then Reader 5 IS a requirement.

I prefer to stay as far away as possible from ActiveX objects, (works today,
broken tommorrow, depending on what way the wind was blowing when the new
version of IE auto installed itself on the users computer).
