If it's an app that will run on the server than you can try cfexecute
tag
that came with 4.5+. If it is an app that you want to launch on the
local
machine than I'm not sure.

I have used cfexecute to launch apps all the time but you have to be
very
careful that your app closes properly, doesn't crash or spawn to many
processes.
