Oh, I'm not talking about as a general rule, I'm talking about when
you're specifically trying to use a config file.  Config::Ini seems to
skip one of the fundamental settings.  

While I almost never use config files, I can see their usage, but my
comment on C::I was purely a statement that it had a big hole in doing
what it set out to do.
