[cgiapp] RFC: CGI::Application::Plugin::Config::Simple

Okay, to catch the spirit Cees ignited with his plugin talk and base 
class I have written a C::A plugin that tries to easily add 
Config::Simple into a C::A based project. Really, really simple but I've 
already put it into one project I was working on and it has simplified 
my handling of config files already.

I know it's a long name, but if you want to use it, you just have to 
type it once right? :)

As soon as Cees decides to put CGI::Application::Plugin up to CPAN, this 
will be released there as well. I'm sure we want to get some feedback 
from everyone before doing so though.
