[cgiapp] Announce: Application::Pipeline and WWW::Pipeline now on CPAN

This ties in with the plugin discussions recently and further back in 
mailing list history, but I wanted to let people know that I've released 
the solution I drafted to the plugin/phase discussions to CPAN.  I've 
got a couple of our company's sites running it successfully, but neither 
of them are yet public.  Included in the WWW::Pipeline distribution is a 
simple Example.pm application that shows how to build a 
CGI::Application-esque application using this new framework.

Any questions, comments or suggestions can be sent to me.  They should 
probably be off-list unless Jesse and Mark think discussing these 
modules is on-topic for the C::A list.
