"/home/joelman/CGI-Application-Dispatch-2.00" is not exported by the lib module
Can't continue after import errors at
/usr/lib/perl5/Apache/TestConfig.pm line 223
Couldn't run Build.PL: at /usr/share/perl5/Module/Build/Compat.pm line 200.
Any ideas on this?
TIA

Additional info: line 223 of /usr/lib/perl5/Apache/TestConfig.pm
is:
# make sure that t/conf/apache_test_config.pm is found
# (unfortunately sometimes we get thrown into / by Apache so we
# can't just rely on $top_dir
lib->import($top_dir);
