[I'm not really trying to win the record for slowest development of a
 trivial module, this project just got stuck on the back burner...]

Based on your input, I've reworked the
CGI::Application::Dispatch::Server module.  Version 0.03 is available
at:

 http://shrimp.alerce.com/cgiapp/CGI::Application::Dispatch::Server-0.03.pm 

I played with some modifications to CGI::Application:Server that would
let me use their handle_request as is but the didn't think the result
was worth passing back to that modules authors for consideration.

I'd appreciate any additional comments that y'all might have (Mark and
others).
