I came across the Semantic Indexing Project late last year (http://www.knowledgesearch.org/)
There search engine is more of a research project than a prime time release, but I was blown away by the quality of its search results in my tests, since it returned many relevant documents that never used my search keywords but were on the topics I was interested in.
