The post that you linked to is mine.  I never implemented the 
CGI::Application hook exception handling functionality because I couldn't 
figure out the "best way" for the patch to operate across all hooks and I 
couldn't manage to get a good dialog going with other listers to hash out 
the details.  All I knew was how I wanted the prerun and postrun hooks to 
work but that seemed too narrow a focus.  In hind sight, two hooks with 
exception handling would have been better than none.  Oh well.

I'm glad to see you pick this up.
