CGI::Application::Dispatch 2.14 has just been sent to CPAN. Changes since the
last stable release are as follows. Thanks to Bradley Baily for the new
dispatch_path() method as well as Puneet Kishor and others for the reporting a
"make test" problem.

- New feature: $ENV{PATH_INFO} is now abstracted through dispatch_path().

- Attempted fix for "Couldn't open t/TEST.PL" error, RT#39793. Add comments
to that ticket if you still have "make test" problems with Apache::Test.
