Edit your opinion about how much you trust that person. People that mutually trust each other belong to the same Circle. However, if one person trusts the other but the trust is not reciprocated, then they are not part of each others' circle of trust.
The Facebook profile can sometimes be a bit late in refreshing data, cause of the nature of the Facebook platform. Reloading the application would refresh the profile and update the data and the rankings. When that person reloads the application, the ratings will change.
