[Chandler-dev] Wiki changes - spam plugin installed

IT has just installed a plugin to help combat the increase in Wiki Spam that has happened over the last couple of weeks (and is the source of the Wiki slowdowns.)

Note - this is for the wiki.osafoundation.org wiki
