[Chandler-dev] Windows full build changes

With Andi's change to update the Windows build to use gcj 3.4.6 you will need to be aware of the following:

        - The compiler tarball is compressed using bzip2



        GCJ_HOME=/path/to/mingw-5.0-3.4.6
        GCJ_VER=4

This is only a concern if you are doing *FULL* builds on windows.

- The GCJ_HOME environment variable *and* the GCJ_VER environment variable will need to be set as a pair unless you let the Makefile handle it
