Adding setup.py - used by the Chandler localization egg to install
locale resource data into the release (or debug) directory
bug 6434 <http://bugzilla.osafoundation.org/show_bug.cgi?id=6434>

This seems wrong. I would expect a setup.py in the root chandler dir to
actually install Chandler itself, not some localization.

the setup.py could eventually change into including the chandler source but right now it is used only for installing the localization data.

Also, the Chandler.egg-info dir seems wrong in because it also talks
about localization. It also lists a complete sources list, which is
troublesome for various reasons. Can that list be automatically
generated as needed and not checked in?

I have already fixed this when I noticed that the two auto-generated files were included in my initial commit - see revision http://viewcvs.osafoundation.org/chandler?view=rev&rev=11370
