Another aspect I forgot to mention is that I was running Chandler in
French using the "-l fr" argument on the command line. I didn't change
the OS level locale. Could that be a source of the problem? (i.e. some
part assuming French and so assuming English...)

I can certainly do this, but the Python community needs a locale
independent string-to-float routine, it seems to me, and I don't think
PyICU is the answer for everyone.
