Also fixes the cygwin make issue: Bug 6915 (latest version of cygwin
make (v3.81) fails to run "make install")
New versions of cygwin make don't understand DOS paths. This patch will
fix that issue by modifying the Makefile to work with the new make.exe.

Basically all of the chandler/projects/ parcels, the Chandler locale

CHANDLERHOME not set CHANDLERBIN set
CHANDLERHOME CHANDLERBIN set to different locations
CHANDLERHOME CHANDLERBIN set to the same location
