It doesn't. I think you misunderstood the report. Notice that the report
has several sections. The top sections mentions new bugs that were found
by QA when running the tests on that checkpoint.

The next sections lists all valid new bugs that have been filed since
the last checkpoint. This can also contain already fixed bugs. There has
been some discussion on what this section should include. It used to
include all bugs filed (even invalid) since last checkpoint for a long time.

Some would argue that we don't need that section at all. I think I
personally would like to see new valid bugs that are still open (I think
this is how it started originally).
