I'm not sure, but I think this is bug 7297, I updated zanshin's
getPrivileges to check the ticket:ticketdiscovery property, but it
surface a Cosmo bug so this bit of code doesn't work with pre-0.5
Cosmos, so we don't rely on getPrivileges.  But I think there's nothing
stopping us from using getPrivileges now.
