After deleting everything and checking out internal, external,
hardhat, make DEBUG=1 to-python fails on windows. And yes, I did file
a bug.

I've often noticed that realclean doesn't work. However, deleting

In external you should do:
make realcleanworld
(make realclean in external does that only in external)
Anyway, if you see this it would be nice to get bugs filed for
these so
that we can fix them.
