I believe this is a manifestation of bug 8083 (Chandler won't start from
Chandler.exe). I've added a comment in that bug reporting the problem
with the 'File > Restore' menu item and including your console output.
I also verified that I have the same problem with the restore menu item
on windows at r13139.
