Do we have any control over the CPU usage of background operations, like those running in a PeriodicTask?

Hi, my experience has been that the sync of shares, background (auto) or
otherwise, runs at full throttle, that is, 99% CPU. In response I have
set the auto-sync interval from the default of one hour to manual. I
would value a lower CPU usage over a shorter total sync time. I can
understand why others might value just the opposite though.
