After your next 'svn update' you need to get the latest PyICU version
by running in 'chandler':
    make PyICU  - OR -
    make
The ICUtzinfo and FloatingTZ classes are now implemented in C to better 
accomodate the 750000 calls to their methods while importing a 446 event 
calendar.
